I think the 640 number is because that is likely the minimum recommended for some of the upcoming events. They don't want to cut the chase off too early. In the end, 640 or 650 won't really make a difference, the important number is 700. I guess the prime engram drop boost wasn't tangible enough for people to see themselves catching up faster.
This weekend, I'm going to go through my vault and wipe a lot of stuff out again. I think mostly gloves and boots. My Warlock is a closet hog, while the Hunter and the Titan have to make due with what inventory they keep on hand. I make exceptions for Exotics. Everyone puts exotics they aren't using into the vault.
With as well as I'm doing with the Titan and the Hunter, I'm starting to agree more that some of the stats don't make much difference. The main one I don't really worry about are Dexterity. I like Targeting, though I can't for certain say it is helping or even working. I LOVE loader perks, with the exception of Bows. They should replace the Bow Loader with something that reduces Draw Time. If at all possible, I always try and have a loader perk for whatever weapon I'm using the most. I've seen Enhanced Loaders, but I haven't really used one, since they have never been for a preferred weapon.
Scavengers and reserves have various usefulness depending. For example, Machine Gun reserves are very useful, as that is a weapon you may wind up using until it is empty. SMG or Fusion rifle reserves as well. Scout Rifle reserves... not so much. Hand Cannon reserves... how often have you run out of ammo for a hand cannon? Generally speaking, if it is something that ammo drops often for, like primary ammo, I prefer scavenger perks. If it is something that ammo drops rarely or it doesn't hold many shots, I prefer reserve perks. Stacking both improves the functionality of both, but would only be useful for something you use a lot.
Before Machine Guns were in the game, I rarely ever used my heavy weapon. I'd unload it at a boss or something, but it was mostly a joke. Didn't hold much ammo, but also only hit slightly harder then a special weapon. Since Machines Guns, I tend to switch between all my weapons, sometimes using the Machine Gun simply because the ammo is full. Now, this is only in regular game, not talking about Gambit or Forges where heavy ammo is artificially restricted.
One last piece of advice. If you are using special ammo and you are down to just a few shots left... you are better off using those up rather then holding it. In most cases (again, regular game) the first kill I get after switching onto a special ammo weapon drops TWO special ammo. I haven't tested this without special ammo finder, but it is possible it doesn't affect that. I also don't know if it is on a timer or something, and when I first switch it realizes I haven't gotten ANY special ammo drops in a while so I get two. Dunno. They could have balanced it out so many different ways. I just know when I first switch, I tend to get two, and if I'm sitting at 0, I tend to get more to drop. I still prefer to keep everything topped off, but sometimes you are rocking the Telesto and you have to kill EVERYTHING, and ammo can run low quickly.

Here is a concept, how about rather then competitive Gambit, we have COOPERATIVE Gambit. For the match to be over, both teams have to finish. So if one team is falling behind, an invader can come over and help them out. For me, I like to not have losers. It's zero sum right now. For one team to win, the other team must lose. Half of all people who play Gambit lose. For real PvE, everyone wins (except for bad aliens, if they wanted to win they should have been good aliens). I guess that is why I don't call Gambit PvE. Some call it PvEvP. Whatever it is, I'm just not into it. I'm hoping these new modes they are bringing in aren't all PvP. I think one of them sounded like some sort of PvE area that you attack and try and get as far as possible while Gambit related equipment drops.
One of the lives from the vidoc that I thought was truly stupid was when they said something along the lines of "Can you imagine seeing all four opposing team dressed up in Red as invaders? You wouldn't know WHAT to expect! It's crazy!" No, I would expect someone would invade as often as possible and I would get shot repeatedly. You know, precisely what I would expect if I saw ONE person in red... or no one in red. I know what set I'm going for. he one that just focuses on killing adds (Green (Reaper)). Someone else can invade, someone else can run motes, someone else can kill invaders. I'm here for PvE.
